After a long research done by the organiosation, they found France to be the most appropriate host country to expand its business actives. Therefore, the organization, which based initially in England decide to increase their operation in France. As an organization from one country enters into a new country, it encounters new culture, which requires an organization to adjust in order to adapt to new environment. Culture is the normal way in which an organization carries out its activities; it is used frequently in day-to-day life to describe distant concepts in business organization. The organization therefore will encounter culture shock while performing its operation. England had to learn new ways of perfuming its operation in France in order tonsure that the organization achieves its goals and objectives (Bontis, N, 2002, p 108).
Intercultural is very important in global business of an organization as it has been shown by the research that, cross culture is very important as it allows the organization to share behavioral patterns, collective and shared artifacts, values and concepts which is taken together as culture (Mills, AJ, 2007, p 470). Adapting the culture of another country will the organization to become more competitive in a way of conducting its activities. It does not mean that all workers must share the same values to the same level of degree, it implies that they only share common values and express them if not individuals.
The idea of corporate culture is the key to success in the formal structure, it describe its literature as well as human resource management and total quality management. This enhances greater performance through employee’s commitment and flexibility. Through corporate culture, employees are able to know what is expected from them. If cultures are weak, staff will tend to was more time trying to discover what is required, according to an argument employees identify with a strong culture and take pride in their organization. The organization will orientate itself in the new environment focusing on research and development, which may lead to adoption of specific cultural style. Under culture, there are concepts and beliefs, which are shared by employees in an organization (Young, L, 2011, p 259).
Impact Of Cross Culture
New culture will encourage the organization to search for new information, which will enable it to [perform its activities and stop depending on assumption of the existing information. This does not mean to tear down the initial culture of your own organization but to make the organization aware of the new information that is available in the other viewpoint(Cameron, K S., & Quinn, R E, 2006, p, 201). Mangagement team are encourage ask questions which will enable them to be prepared as well as sharing information that can facilitate performance of the organization in the new country. This open communication will help an organization entering into a new country for expansion, as it will reduce uncertainties that are present between their relationships (Daft, R L, 2010,p 53).
The key factor is to increase international production and distribution of products to consumers globally. To perform all this it requires proper understanding of each in terms of cultural difference between the nations. It is known that there is cultural difference in nationalities that have different values, which can affect the way people perform their activities such as conducting, managing, and organizing their work. Awareness of such difference is very essential in international resource manager. The activities pertaining human resource management such as recruiting, selection, training and development, performance appraisal and reward might be affected by cultural practices and values in host country (FRANCE). It is therefore important for the country expanding in another country to consider wither to adapt or not to adapt standardized human resource management practices and policies of the expanding host country (Young, L, 2011,p 192).
It is very critical when conducting and managing international business operations due several variations that exist in the new environment. Such variation include economic factors, cultural practices, social and political varying from one country to another. For instance , consumers in fence prefer products which are very cheap depending on their source of income while in some other countries like Germany, consumers prefer goods which very costly and of high quality due to their higher potential to afford (Mills, AJ, 2007, p 470). It is therefore the responsibility international management team of the organization to produce and export goods, which are very expensive, and consumer’s products, which are less expensive in France. Management team will develop their own mindfulness, this enable them to be aware and recognize that there is correlation between deeds and thoughts and be able to know their assumption and thinking. They will also be able to know the way they are perfuming their activities.
Management practices of the organization are expected to be very flexible; this helps the organization to adapt to the new changes that are taking place in the new environment, which can facilitate performance of the organization in the new county (Mills, AJ, 2007, p 470). The management support is also expected to tolerate ambiguity that might arise when communicating with another person from another culture. Such ambiguity can create uncertainty, which is not comfortable; managers should learn to tolerate such cases. As an organization which expanding in a different country it expected that, they avoid negative judgment. They should not resist by thinking that there has all the answers that are expected, they should know that the other culture has its own strengthens (Kumar, R, 2011,p 79).
Starting a business operation in a new environment may involve some risks; therefore, it is important for the organization moving from England to France to have strong management team who are able to understand challenges. This support team will ensure that; business operations run acceding to their expectations, the required amount of time and resources is spend in properly in setting up the operation. Some managers can be send from England to France to deliver their services while others can be retain to be relied upon in the domestic management of the organization (Young, L, 2011,89). Management team is also expected to know whether to recruit new workers in the organization in order to ensure smooth running of the organization. On moving from England to France, a thorough preparation is required from the organization in order to consider some problems, which are likely to arise while setting up the business and select those who are going to handle such challenges when they arise. The two countries are to carry out negotiation on how issues such as tax collection, local joint venture partners, labor conditions, and licensing arrangement in the host country (Young, L, 2011, 99).
Management team should have sufficient skills on several techniques in the host country so that they can handle negotiation and any other challenges in the right manner according the expectation in order to establish good relation with other workers in the new environment ensuring proper and smooth running of the business operation in the host nation.
International labor of the organizations are seeking to recognize and promote social justice of lob our and human rights. Workers are expected; to have freedom of association, which help to acquire new skills about the new environment, to have equality in business opportunities and treatments, to have collective bargaining and the right to organize (Mills, AJ, 2007, p 470). Workers in the new environment are also expected to get training and advisory services in various fields such as; employment policy, social security, management development, labor law and industrial relation, cooperatives, labor administration and labor statistics and occupational safety and health. Such training can assist workers to facilitate performance of the organization in France. Workers are also expected to adhere to the norms of the organization in order to facilitate achievement of the goals and objectives set by the organization. By doing so, they are developing good relationship among themselves in the host country creating a conducive environment for participation in the organization (Jones, G R, 2010, p 43).
It is very important for the organization to ensure that their workers are not distracted from the job at hands; therefore, it is the responsibilities of the organization to ensure immigration issues and relocation are properly dealt with. The tax affairs of the employees must also be considered in new country in order to avoid taxing a lot in workers from foreign country. Another factor which be consider in host country is the security of the employees. In some nations employees may be the target of kidnapping, exertion treats, and any other way of violating workers rights (Daft, R L, 2010, p 317). Workers need to be assured that their security is well taken care of by providing transportation, providing specific accommodation and other protection arrangement that is required for their overall remuneration.
Anticipation on Entering the Host Country
On entering France for expansion business organization, it is expected that the government, suppliers of the raw materials, consumes of the products, marketing strategies in terms of distributing the products are coordinated in such a way that new organization can run heir operation in a smooth way and end ensure mutual beneficial in the two involve nations.
It is believed that they provide inputs for the company and be reliable as much as possible for smooth functions of the business and to avoid uncertainties regarding the supply of the raw materials to the organization. Such reliable supply will help the organization to maintain high level of performance in the host nation. The organization will not depend on a single supplier of the raw materials; the organization will give high significance to the vendor development as it very risky to depend on a single supplier as it might affect the organization in case of a strike or any problem in production (Mills, AJ, 2007, p 470).
Creating and sustaining customers is major to be performing in the business organization. The organization will prosper well in the host country if it create and maintain its customers while increasing rate of creating new consumers of the products produce by the organization. The organization is expected to monitor its customers in order to ensure its success in the new hosting country. For the success of the organization, it anticipates to have large customer base as it very risky to depend on a single customer. It also target particular group of customers depending on other factors such as profitability, stability of demand, dependability, growth and the extent of completion (Daft, R L, 2010, p 105).
The government of France is expected to take in such a way that in encourage foreign investors in their country, as it is an added advantage to the nation. This becomes an advantage since employment opportunities will be created for the citizens and other factors that can facilitate the growth of the country’s economic growth. It therefore expected that the government cooperate with foreign investors for mutual benefit by implementing policies, which can affect foreign organization negatively, but encouraging them to invest in the country (Mills, AJ, 2007, p 314).
Staffing Policy and Human Resource
It is the policy of staffing and human resource that; new workers are recruited into the organization, selection is done, training of the selected members on the activates of the organization in respective departments and finally assign delegation of duties to each individuals in order to anticipate achievement of the organizational goals and objectives in the host country. Here should be hierarchy in administration management of the organization. There will be more several braches of the organization and such branches will have their own managers, assistant managers, coordinators, head s of various departments in the organization and other workers (Kumar, R, 2011, p 97).
Proper running of this organization will be facilitated by good coordination among the managers or heads of various departments. There will be top middle and lower management team, that is managers at the top, heads of various departments at the middle and the common workers at the lower level. This is because under such hierarchy there will be proper communication systems be it horizontally, vertically or diagonally facilitating smooth running of the organization in the host country. Communication in such organization is very important as it ensure that all the activities are moving in the right direction as the management team expects it.
There exist power and leadership in every organization especially when moving to a new environment like in this case England expanding its business activities in France. Leadership ensures that business activities are being carried out according to the plans and strategies, which has been set while admiring at expanding the business in a different country. Top to bottom leadership is the best, this is because the information will be flowing directly from top to the bottom and all the activities will be done as per the authority from above. There will be a chain of commands starting from top to the bottom and everything will be done accordingly without much problems (Mills, AJ, 2007, p 194). Although there is other, leadership style that can be use, this is the most effective.
Communication Problems Face By Managers
Globalization of the business means an individual cannot function in isolation alone; hero she must interact freely with other people is from a different culture in order to ensure survival and achievements of your objectives while at the host country. There are a number of challenges that managers of various organization might face in a host country (Mills, AJ, 2007, p 470). Such problems of communication include seeking for more information about the culture, asking questions as a way of preparing to share information; this will help managers to reduce uncertainties that are present in their relationship and the major problem being language barrier that might exist among the managers from England and citizens of France (Kumar, R, 2011, p 203). Language is the major tool for communication and should be considered as an important factor in business organization. It is therefore important for business organization expanding in other nations to improve crook cultural communication. Managers might also face problems on ethical codes and standards while conducting research about the organization.

State and evaluate the staffing policy and other HR aspects you will consider for top and middle-level managers, and explain your rationale. What leadership style might be most effective in this environment? Justify.
